Add additional details to i button definitions

some of our definitions could be more clear & additional context added. example: Star Rating. a little extra context like "this metric is pulled from CMS five-star quality rating system..." - this is just MORE clear on where the metric comes from. additionally, given that this is not a metric that Trella calculates on our own, it may be helpful to link to the CMS page (https://www.cms.gov/medicare/health-safety-standards/certification-compliance/five-star-quality-rating-system) AND our HC Article on Star Ratings (https://hossupport.trellahealth.com/hc/en-us/articles/360038010793-Star-Rating) so the customer user doesn't have to go looking for it.
